The
meeting
was
called
to
order
by
President
Dell
Hitchner
of
the
University
of
Washington
at
8:45
A.M.
The
minutes
of
the
1967
meeting
were
approved.
The
secretary-treasurer
reported
that
the
Association
has
a
current
bank
balance
of
$300.25
on
deposit
in
the
Pullman
branch
of
the
Washington
Mutual
Savings
Bank.
Annual
dues
for
1967
were
paid
by
74
persons.
(Registration
fees
were
paid
by
48
persons
at
the
1967
meeting
in
Caldwell,
Idaho.)
President
Hitchner
expressed
his
hope
that
the
Executive
Council’s
report
on
alternative
uses
of
the
Association’s
surplus
would
be
ready
for
the
1969
meeting.
(In
1967
a
motion
was
adopted
directing
the
Council
to
consider
this
matter.)
The
nominating
committee,
by
tradition
composed
of
the
Association’s
past
presidents,
proposed
the
following
officers
for
1968-1969:
president,
Frank
Munk,
Portland
State
College;
vice-president,
Kenneth
Hossum,
Eastern
Washington
State
College;
executive
council,
Charles
Schleicher,
University
of
Oregon
(for
term
1968-1971) ;
Paul
Heppe,
University
of
Puget
Sound
(for
term
1968-1971).
The
slate
was
unanimously
elected.
(These
officers
join
the
following
continuing
members
of
the
Executive
Council:
Paul
Anderson
and
Edgar
Egrat,
whose
terms
are
1966-1969;
and
Sydney
Duncombe
and
Ronald
Chinn,
whose
terms
are
1967-1970.)
The
Executive
Council
appointed
Lowell
Culver
of
Pacific
Lutheran
Univer-
sity
to
the
position
of
secretary-treasurer,
for
the
three-year
term
1968-1971.
Presi-
dent
Hitchner
expressed
appreciation
to
George
Condon
of
Washington
State
University,
who
is
completing
his
tenure
as
secretary-treasurer
(1965-1968).
President
Hitchner
announced
that
the
Association’s
1969
meeting
will
be
held
in
Spokane,
probably
in
April
(following
the
WPSA’s
meeting
in
Hawaii),
with
the
several
colleges
in
the
Spokane
area
acting
as
co-hosts.
It
was
moved
that
the
1970
meeting
be
in
Bellingham,
with
Western
Washington
State
College
as
host.
The
motion
was
adopted.
(Pacific
Lutheran
University,
which
had
also
expressed
an
interest
in
hosting
the
1970
meeting,
will
receive
consideration
at
an
appropriate
time
as
the
location
for
the
1972
meeting.)
It
was
moved
that
the
Association
request
the
Council
of
the
American
Politi-
cal
Science
Association
to
schedule
a
national
APSA
meeting
at
a
West
Coast
loca-
tion
-
preferably
in
the
San
Francisco
Bay
Area
-
at
the
earliest
possible
date,
and
that
the
secretary-treasurer
transmit
this
request
to
APSA.
The
motion
was
adopted.
It
was
moved
to
express
the
Association’s
appreciation
to
Professor
Ellsworth
Weaver
and
the
University
of
Utah
for
their
continued
support
of
the
Western
Political
Quarterly.
The
motion
was
adopted.
The
secretary-treasurer
detailed
the
Association’s
financial
status
over
the
past
several
years,
and
moved
to
authorize
the
new
secretary-treasurer
to
make
