FORMER GUATEMALAN foreign minister Eduardo Stein will head the OAS team observing the April 8 presidential elections in Peru, reprising his role from last year's elections.

"The positive impression that Mr. Stein's work has left makes him acceptable to all parties involved in the electoral process," Secretary General Cesar Gaviria said during a visit to Lima in January. "His participation will be a letter of guarantee for everyone."

Peru has undergone dramatic political changes in recent months, particularly with the resignation in November of President Alberto Fujimori.

Gaviria said that the OAS, which had been coordinating a national dialogue on reform, would now concentrate its efforts on observing the electoral process, at the government's invitation.

"The Peruvian government has made a commitment to the OAS that it will continue and complete the reform process that was begun by the Roundtable of Dialogue," he said.
