Observers in Puerto Rico?

I have read and enjoyed your magazine for a number of years. I have read your OAS sections with interest, especially news about the electoral observation work that the OAS does in Latin America. It seems that as a method of making elections fair and honest the 0AS sends many observers from the different OAS countries to observe an election and then guarantee that the process was legitimate.

This is what the OAS did last month in Venezuela. But why doesn't the OAS send electoral observers to Puerto Rico. In these last elections there were many reports of fraud and the number of votes for two of the candidates for governor were almost equal. The presence of the OAS would help resolve these problems.
