Pres. Barack Obama's 2016 budget proposal includes the resurrection of a plan Pres. Ronald Reagan attempted to use to close the Small Business Administration permanently and end all Federal programs designed to assist middle class small businesses.

In 2011, Fox News reported on a bill written by Sen. Richard Burr (R.-N.C.) that would close the SBA and bring an end to all Federal programs to assist small businesses. Like Reagan, Burr's plan was to combine the SBA with the Department of Commerce.

The SBA is the only Federal agency created to help middle class small businesses. SBA supporters point to Census Bureau data which indicates that more than 98% of all U.S. firms have less than 100 employees and small businesses are responsible for over 90% of the net new jobs in America, 50% of the private sector workforce, 50% of the gross domestic product, and 90% of all U.S. exporters.
