Just exactly how many kids do drop out before graduating from high school? It's hard to say. Seems that many states sharply understate their high school dropout rates. A recent study by Jay P. Greene of the Manhattan Institute contrasts sharply with the low dropout rates reported by a number of states. The study found that Florida had the lowest graduation rate at 56 percent, followed by Georgia and South Carolina.
