This study examined uniting public organization, transparency, and accountability

theories for a holistic understanding of digital government service implementa-

tion in Indonesia. This study used a survey data collection method with

424 respondents for employees in four local governments. Questionnaires were

generated using a Likert scale. Structural equation modeling-partial least squares

was used to assess the validity and reliability of the data and to test hypotheses

and regression models. Following the testing of hypotheses and regression analy-

sis, this study found that variables of employee skills, leadership, regulation,

infrastructure, information and communication technology, transparency, and

accountability had a positive and significant effect on the variable of digital gov-

ernment service implementation with p-values of 0.034, 0.025, 0.014, 0.031,

0.009, 0.005, and 0.010, respectively. In contrast, variables of budgeting and

bureaucratic structure do not positively and significantly impact the variable of

digital government service implementation with p-values of 0.210 and 0.311,

respectively. The influence of the independent variables on the dependent vari-

able was strong (R-square =0.834). The limitations and implications of these

findings are discussed in the conclusion.

1|INTRODUCTION

The implementation of digital governmentservices in local governments

has been a growing trend in several countries around the world. In the

United States, many local governments have been implementing digital

government services to improve their citizens' access to government

services (Chung & Kim, 2019; Lahr et al., 2008; Manoharan, 2013). The

UK governmenthas been diligently developingdigital servicesthat grant

citizens access to a variety of governmental functions, encompassing

benefits application and tax payment (Al-Muwil et al., 2019;Brown

et al., 2017; Orzech et al., 2018; Polzer & Goncharenko, 2022). In the

realm of South Korean local governance, notable trends in digital gov-

ernment service implementation encompass smartcities, digital identity,

mobile services, e-participation, and big data integration (Evans

et al., 2016; Kim et al., 2021; Kim & Lee, 20 19;Park&Fujii,2022;

Rim, 2023). Singapore has been adeptly introducing digital government

services to enhance operational efficiency, elevate service delivery, and

foster greater citizen engagement (Abdou, 2021; Hanakata &

Bignami, 2023; Karippur et al., 2020). The Indonesian local government

has successfully established a digitalidentity system enabling citizensto

conveniently access a spectrum of government services online, encom-

passing identity cards, family records, and birth and death certificates,

among others (U. Pribadi et al., 2021; Rachmawati et al., 2022;

Ramadaniet al., 2022; Pribadi et al., 2023).

Various theories eluci date the implementation of di gital govern-

ment services, with the technology acceptance model (TAM ) assert-

ing that the effective adoption and integration of such services hinge

on individuals' perception of their utility and user-friendliness
