New law brings transparency to homestead assessments. PA 096-0122: (Effective 1/1/10).


State lawmakers recently added new language to the state Property Tax Code to help homeowners understand and challenge changes in their property assessments. 35 ILCS 200/6-60. The new rules, titled the Homestead Assessment Transparency Act, affect counties with populations of less than 3 million. Under the Act, the county's board of review is required to provide property owners with detailed descriptions of the rules and procedures of hearings to challenge property assessments. The county's chief assessment officer must provide "a plain-English explanation" of assessment factors from local taxing bodies. The explanation also must be posted on the county's Web site, if one exists.
