New Jersey recently became the first state, joining numerous municipalities, in setting targets for cutting greenhouse gases. The state will try to reduce emissions to about 131 billion tons a year by 2005. That's a 3.5 percent reduction from the 136 million tons emitted in 1990. It is estimated that 151 millions tons will be emitted in 2005 if nothing is done.
