James Alm is the Chair of the Departme nt of
Economics at Tulane University. Previously,
he was Regents Professor in the Department
of Economics at the Andrew Young School of
Policy Studies at Georgia State University in
Atlanta, GA, where he served as a Chair of the
Department and Dean of the School. He has
also taught at Syracuse University and at the
University of Colorado at Boulder. He earned
his master’s degree in economics at the Univer-
sity of Chicago and his doctorate at the Univer-
sity of Wisconsin–Madison. Much of his
research has focused on public economics, in
areas such as tax compliance, the tax treatment
of the family, fiscal decentralization, and tax
reform. He has served as an editor of Public
Finance Review and as a president of the South-
ern Economic Association, and he is currentl y
the second vice president of the National Tax
Association.
Theodore Arapis is an associate professor of
public administration at Villanova University.
Prior to his Villanova appointment, he served
as the associate director of the American State
Administrators Project (2008–2012). His
research on public budgeting and finance has
been published in Public Budgeting & Finance,
Public Finance Review,American Review of
Public Administration,Journal of Public Bud-
geting Accounting & Financial Management,
Government Finance Review,Journal o f Gov-
ernment Financial Management, and other
journals. He received his PhD in public admin-
istration and policy from Auburn University in
2011.
Jacqueline Behrend is a professor of political
science at the School of Politics and
Government, National University of Sa n Mar-
´n, Buenos Aires, Argentina. She also serves
as a research fellow at the National Council for
Scientific and Technical Research. Her
research on subnational politics and democracy
has been published in Journal of Democracy,
Perspectives on Politics,Latin American
Research Review,Colombia Internacional,
Caderno CRH,PostData,andRevista SAAP.
She is the coeditor with Laurence Whitehead
of the book Illiberal Practices: Territorial Var-
iance within Large Federal Democracies, pub-
lished by Johns Hopkins University Press in
2016. She received her DPhil in Politics from
the University of Oxford in 2008.
Jayce L. Farmer is an assistant professor of
public policy at the University of Nevada, Las
Vegas, where he serves as the graduate pro-
grams coordinator for the master of public
administration and PhD in public affairs pro-
grams. He has practical experience in public
fiscal administration, having worked as a pol-
icy and budget analyst for local governments
in Florida. His research on local policy issues
and urban governance has been published in
American Review of Public Administration,
Urban Affairs Review,Publius: The Journal
of Federalism,Public Budgeting & Finance,
and other journals. He received his PhD in pub-
lic administration from Florida State University
in 2008.
Alfred Tat-Kei Ho is a professor of public
administration at the University of Kansas. His
research on public budgeting, performance
management, e-government, and citizen partic-
ipation has been published in State and Local
Government Review,Public Administration
State and Local GovernmentReview
