Nicholas Awortwi is the direc tor of Research
for the Partnership for African Social and Gov-
ernance Research (PASGR) based in Nairobi,
Kenya. Prior to joining PASGR, Nicholas was
a senior lecturer in development management
at the International Institute of Social Studies
(ISS) of Erasmus University, The Hague, the
Netherlands, and a visiting senior lecturer at
F.H.R Lim A Po School of Public Administra-
tion & Governance, Paramaribo in Suriname.
His research on decentralization and local gov-
ernance in Africa, public services provision,
public–private partnerships, and social p rotec-
tion services has been published in the Public
Administration and Development,International
Journal of Public Administration,International
Review of Administrative Sciences,Canadian
Journal of African Studies,International
Review of Administrative Science,African
Journal of Public Administration and Manage-
ment,Development Policy Revi ew,and Africa
Development. He has (co)authored eight books
including Politics, Public Policy & Social Pro-
tection in Africa with Remi Aiyede and Non-
state Social Protection in Africa. Governance
below the State with Walter Gregor both pub-
lished by Routledge in 2017 and 2018, respec-
tively. He received his PhD with distinction
(Cum Laude) in development studies in 2004
from the ISS of Erasmus University in the
Netherlands.
Robert Blair is a professor of public adminis-
tration and director of urban studies at the Uni-
versity of Nebraska Omaha where he directs the
local management program. He is chai r of the
local government management education com-
mittee for the Network of Schools of Public
Affairs and Administration, and vice chair of
the advisory board on graduate education for
the International City/County Management
Association (ICCMA). In 2014, the ICCMA
named Blair an Honorary Member, the highest
award of the association, in recognition for dis-
tinguished service to the field of local govern-
ment. His research on local government
management and economic development pol-
icy has been published in Journal of Public
Administration Research and Theory,Public
Works Management and Polic y Journal,State
and Local Government Review,International
Journal of Public Administration,Great Plains
Research,The Journal of the Community
Development,Public Administration Review,
and Public Administration Quarterly. Dr. Blair
received his PhD in political science from the
University of Nebraska-Lincoln in 1996.
Rebecca Bromley-Trujillo is an assistant pro-
fessor of environmental policy and state poli-
tics in the Martin School of Public Policy and
Administration at the Universit y of Kentucky.
Her research on environmental policy, public
opinion on climate change, and brownfield
redevelopment has been published in the
Review of Policy Research,Climatic Change,
Journal of Public Policy,Politics,Groups,and
Identities,Economic Development Quarterly,
and other journals. She received her PhD in
American politics and public policy from
Michigan State University in 2011.
Beverly S. Bunch isaprofessorofpublic
administration at the University of Illinois,
Springfield (UIS), with a join t appointment in
the UIS Center for State Policy and Leadership.
