FINANCIAL SERVICES INSTITUTIONS ARE BEING ENCOURAGED to send more promotional messages with statements through the Postal Service's new "2nd Ounce Free" program, which began this year. Under the program, all First-Class Mail presort, automation letters weighing 2 ounces will be charged at the 1 ounce price--in other words, the second ounce is free.
