Highlands Conservation Act Grant Program—
Round II (DOI)
Scope: The Interior Department’s U.S. Fish and Wildlife
Service seeks applications for the FY2019 Highlands
Conservation Act Grant Program to assist Connecticut,
New Jersey, New York and Pennsylvania in conserving
land and natural resources in the Highlands Region.
Deadline: Dec. 2, 2019.
Funds: $5,497,041 for up to 10 awards.
Eligibility: State governments.
Areas: DOI said funding may be used for land
conservation projects in which a state entity acquires land
or an interest in land from a willing seller to permanently
protect resources of high conservation value.

Experienced Services (DOI)
Scope: The Interior Department’s U.S. Fish and Wildlife
Service (USFWS) seeks applications for the Experienced
Services program announcement for three organizations
to assist in the recruiting and utilizing of the skills and
experience of older Americans, aged 55 and older.
Deadline: Nov. 15, 2019.
Funds: $2 million total for up to three awards.
Eligibility: Nonprofit organizations, other than colleges
and universities.
Areas: DOI said under each cooperative agreement
and as funding becomes available, the USFWS will
work with the recipient organizations to develop and
carry out individual task agreements that will support
the USFWS’s mission, goals and objectives. These task
agreements will be staffed by program enrollees, who are
recruited by the recipient organization, interviewed and
selected by the USFWS and then supported with payroll,
benefits and administrative support from the recipient
organization. This approach will allow the USFWS to
focus on identifying priority needs for specific expertise
to complete projects, and then to secure qualified,
temporary personnel in a cost-effective manner.

Neotropical Migratory Bird Conservation Act

Scope: The Interior Department’s U.S. Fish and Wildlife
Service seeks applications for the Neotropical Migratory
Bird (NMB) Conservation Act Grants announcement to
support projects that promote the conservation of NMBs
and their habitats in the United States, Canada, Latin
America and the Caribbean.
Deadline: Nov. 5, 2019.
Funds: $4 million total for up to 30 awards ranging from
$10,000 to $200,000.
Eligibility: Unrestricted.
Areas: DOI said high-priority projects address
NMB species of conservation concern, address the
significant threats to those NMBs, occur in important
habitat to NMBs, significantly involve and benefit the
local communities in the project area, identify and
measure outcomes (i.e., improvements to and for the
NMB species) from the conservation activities, and are
financially, ecologically and socially sustainable.

FY2020 Study of the U.S. Institutes for Scholars
(DOS)
Scope: The State Department’s Bureau of Educational
and Cultural Affairs seeks applications for the FY2020
Study of the U.S. Institutes (SUSIs) for Scholars
announcement to design and implement two SUSIs for
Scholars.
Deadline: Oct. 28, 2019.
Funds: $1.75 million total for one award.
Eligibility: Colleges and universities and nonprofit
organizations.
Areas: DOS said each SUSI will be six weeks in
duration, including an approximately four-week academic
residency at an academic institution and up to two weeks
of an integrated educational study tour. The academic
residency should take place on a U.S. university
or college campus and should include academic
coursework, diverse speakers, time for personal
research and opportunities for interaction with American
peers. The study tour should take scholars to another
region of the United States and it should complement
the academic residency, and should conclude in
Washington, D.C., with a minimum stay of two days.

National Parks Exchange Program (DOS)
Scope: The State Department’s U.S. Mission to
Argentina seeks applications for the National Parks
Exchange Program announcement to further enhance
the strong existing links between Argentine and U.S.
national park systems by implementing an exchange
program that will address the challenges park services
are facing in the 21st century.
Deadline: Oct. 30, 2019.
Funds: $250,000 for one award.
Eligibility: Unrestricted.
