This is a selective bibliography of primary and secondary materials used in the practice of law in Nebraska. For the most part, materials focusing exclusively on Nebraska law published between 1991 and June 30, 1999 are included. It updates the 1991 bibliography `Legal Research Tools for the Nebraska Practitioner: An Annotated Bibliography' by Sally Wise and Patricia Cervenka.(fn1) The most obvious difference between this bibliography and the earlier one is the prevalence of electronic resources such as sites on the World Wide Web. Electronic resources have been incorporated with print sources, rather than treated separately.

The bibliography is arranged in the following sections: reference works; periodicals; newspapers; primary sources (legislative, judicial, administrative, and municipal); secondary sources arranged by

subject; law library catalogs; e-mail discussion lists; and a directory of publishers.

I. REFERENCE WORKS

A. Research Guides


Michie's Research Guide to Nebraska Law. Ann C. Fletcher, Paul F. Hill, Kay L. Andrus, and Ana Marie Hinman. Charlottesville, VA: LEXIS Law Publishing, 1995. Former publisher: The Michie Company. Softbound. It is also available on LEXIS Law Publishing's CD-ROM Nebraska Law on Disc. The guide was written by the librarians of the Klutznick Law Library, Creighton University, who are currently working on an updated edition. It includes the following units: Courts; Constitutions; Legislature; Statutory Codes; Administrative and Executive Research; and Electronic Sources of Nebraska Legal Information. A `User's Guide to the Revised Statutes of Nebraska Annotated' is an appendix.


Nebraska Legal Research and Reference Manual. Paul F. Hill. St. Paul, MN: Mason Publishing Company, 1983. Looseleaf. Although the work is a bit dated, it is an excellent resource for historical information. It has the following chapters: Courts; Constitutions; Legislature; Administrative Law; and Legal Bibliography.


The Nebraska State Constitution: A Reference Guide. Robert D. Miewald and Peter J. Longo. Westport, CT: Greenwood Press, 1993. (No. 13 of the series Reference Guides to the State Constitutions of the United States.) Hardbound. Not updated. The first section is a history of the Nebraska Constitution. The bulk of the book reprints each section of the Constitution, followed by commentary that includes case references. A bibliography, table of cases, and index are included.


B. Directories of Agencies


A Legislator's Guide to Nebraska State Agencies. Lincoln, NE: Nebraska Legislative Fiscal Office. Biennial. 1999/00 is the most recent edition. The budget, program objectives, program description, and statistics are listed for each Nebraska agency.


Nebraska Blue Book. Lincoln, NE: Clerk of the Legislature. Softbound. A new edition is published every other year in odd-num-bered years. 1998/99 is the most recent edition. The book includes a fairly detailed description of each state agency, including references to the sections of the Nebraska Code or Constitution that authorize the agency's actions. Names of officials, addresses, and phone numbers are listed. It includes the Nebraska Constitution, a directory of senators, judges, and county officials, and an index. It is also available on the web at http://www.unicam.state.ne.us/bluebook/index.htm.

Classified Directory of Nebraska State Offices. Lincoln, NE: Nebraska Department of Administrative Services. This web page is a directory of state agencies and personnel. The URL is http://www.das.state.ne.us/das_doc/doc/directory.htm.

Lincoln Bar Association Newsletter. Lincoln, NE: Lincoln Bar Association. Three times a year. Civil jury verdicts from Lancaster and Douglas county and district courts and the U.S. District Court for the District of Nebraska are included.


Omaha Bar Newsletter. Omaha, NE: Omaha Bar Association. Quarterly. It includes civil jury verdicts for Douglas and Sarpy County courts and the U.S. District Court for the District of Nebraska.


The Prairie Barrister. Lincoln, NE: Nebraska Association of Trial Attorneys. Quarterly. Nebraska civil jury verdicts are included.
