ARMAMENTS DIVISION

Mission:

The mission of the Armaments Division is to provide a forum for industry, government and the military services to address issues which ensure a superior armament system capability. The division emphasis is to understand the needs of and provide responsive technology and system solutions to the warfighter.

The division addresses topics that include: armaments and concepts, system integration, weapons, munitions, fire control, ancillary equipment, logistic support and manufacturing. Attention is given to total systems, technological application and state-of-the-art technological advancements. Committees within the division perform assessments of current armaments and related platform integration.

The division's activity is directed through two committees--the Small Arms Committee, chaired by Brian Berger (General Dynamics) and the Gun and Missile Systems Committee, chaired by Steve French (BAE Systems).

Both the Small Arms and Gun and Missile Systems Committees conduct annual meetings. These meetings are complemented by hardware displays and live-fire demonstrations.

The division sponsors the Carlos Ha-thcock Award, the George Chinn Award, the James Amborse Award, the Robert Trifiletti Award and the Military Operations Award.

BALLISTICS DIVISION

Mission:

The mission of the Ballistics Division is to promote the exchange of technical information regarding interior, transitional, exterior, and terminal ballistics as well as warhead performance. Emphasis is both on research results and the application of theories and concepts to the design, development and evaluation of weapon systems and their performance against materiel such as armor and other potential targets. First-principles physics-based models to support research activities is well as practical engineering models are of interest.

The division's executive board, whose membership includes world-class U.S. ballisticians, organizes and conducts the widely attended, U.S.-based, unclassified, International Symposia on Ballistics, at three-year intervals. They are assisted in this effort by world-class ballisticians from more than 24 countries, who also report on their own current unclassified work in ballistics and in many cases assist in the paper selection process. The division also supports the International Ballistics Committee in the organization of the off-shore international ballistics symposia. The division works jointly with NDIA's Bomb and Warhead Division to organize an annual Classified Ballistics Symposium.

The division sponsors the Louis & Edith zernow Award, the Rosalind & Pei Chi Chou Award, and the Robert Eichelberger Award.

BIOMETRICS ENABLED IDENTITY DIVISION

Mission:

The purpose of the Biometrics Enabled Identity Division (BEID) is to provide a forum for senior executives of NDIA corporate member companies and senior U.S. Government biometrics professionals to meet periodically to review and discuss issues of common interest and concern. Topics for discussion include technology research, standards, policies, best practices and issues which impact military biometric systems development, procurement and use.

The objectives of the BEID are to provide a continuing forum for government-industry discussions and exchange of views related to biometric research, development and implementation activities; discuss OSD and DoD Component policies that affect relationships with suppliers; discuss emerging issues in government and industry that affect the readiness and capabilities of U.S. biometric system producers; and serve as an output-oriented industry body focused on analyzing problems and proposing solutions related to the management of U.S. Government biometric programs.

The BEID also organizes an annual Biometrics Conference.

BOMB & WARHEAD DIVISION

Mission:

To encourage the development and fielding of improved military capabilities and the sustainment of a defense industrial base necessary to achieve these accomplishments; to provide a forum for the exchange of technical concepts, design techniques, and test and evaluation data related to bombs, warheads and both kinetic energy and explosive munitions of all types, including those for use against armor, ships, aircraft, submarines, structures and vehicles; and to recognize leadership and technical contributions to the field of warhead technology.

Major areas of interest include warhead technology, warhead/target interaction methodology, advanced projectiles, counters to active protection systems, modeling and simulation, testing innovations, chemical energy penetrator technologies, kinetic energy penetrator technologies, terminal ballistics, quantification of terminal effects benefits, and multipurpose warheads.

CHEMICAL & BIOLOGICAL DEFENSE DIVISION

Mission:

To promote the exchange of technical and operational information related to the defense of U.S. forces and personnel/interests at home and abroad against the threat of weapons of mass destruction (chemical, biological, radiological, nuclear-CBRN) within the Defense Department and among other government agencies, industry and academia.

Areas of interest to the division include policy issues, program/budget matters, research and development, acquisition, production, logistical support, training, doctrine and organization. The scope of the division's mission includes traditional defensive measures, chemical weapons demilitarization, treaty compliance, industrial base issues and domestic preparedness.

The division's mission is carried out in three different focus groups. The first is the program/policy area where we work with OSD (the Deputy for Chemical/Biological Defense and Counter proliferation in DDR&E) and the Deputy Assistant to the Secretary of the Army for Chemical Demilitarization. This group sponsors periodic executive roundtable meetings which provide an update on major program areas. The Director of Chemical and Biological Defense at the Defense Threat Reduction Agency and the Joint Program Executive Officer for Chemical-Biological Defense are regular participants in this group.

The second focus area is directed toward the acquisition of goods and services related to chemical and biological defense, and includes technology development, research and engineering, procurement and logistical support. Our principal involvement here is with the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD).This office sponsors the annual Advanced Planning Briefing for Industry (APBI), as well as quarterly meetings of the Chemical and Biological Defense Acquisition Initiatives Forum (CBDAIF).

The principal activities of the third group address the specific needs of warfighters in the areas of operations, training, doctrine and readiness. The principal government agency in this area is the Joint Service Integration Group, which is chaired by the Commandant of the U.S. Army CBRN School. The major activity is the annual Joint CBRN Conference, held at Fort Leonard Wood, Mo. It is the preeminent chemical and biological defense conference conducted in the United States and includes attendees from many allied governments and domestic/international industries.

CHEMICAL BIOLOGICAL DEFENSE ACQUISITION INITIATIVES FORM (CBDAIF)

Mission:

To provide a routine and recurring forum whereby the Joint Program Executive Officer, Chemical and Biological Defense (JPEO CBD) can discuss items of interest in the area of acquisition initiatives with an industry group representing the chemical biological defense industrial base.

The CBDAIF was chartered in November 1996 to create a regular dialogue with representatives of the industrial base on issues such as acquisition reform, potential policy changes, problem areas and means for achieving viable partnerships with industry. The CBDAIF is composed of 11 industry members, each representing specific segments of the chemical and biological defense industrial base.

Meetings are conducted quarterly and are normally hosted by one of the industry members. Each meeting normally results in several action items for industry members, who may be asked to do a survey or recommend a course of action at a future meeting. Some of the items that have been addressed include contract logistics support, acquisition policy impact on preservation of the industrial base, partnership agreements and expanded use of commercial practices.

COMBAT SURVIVABILITY DIVISION

Mission:

To promote survivability as an essential element of combat mission effectiveness through the exchange of information between the individuals and organizations that develop requirements, design, build and tactically employ military weapon systems. The division's focus includes all aspects of survivability from avoiding (susceptibility) to withstanding and recovering from a hit by an enemy threat weapon system (vulnerability reduction and Combat Damage Repair). The division also advances the exchange of survivability information and technology between the military and civil aviation communities to improve flight safety and to mitigate the effects of terrorist acts.
