Alaska, Arizona, Connecticut, Idaho, Indiana, Minnesota, New Mexico, Tennessee, Utah, Vermont, Virginia, Washington, West Virginia and Wyoming have introduced legislation requesting changes to or waivers from the act's provisions and urging additional funding for various requirements.
