* Testing and evaluation both on ranges and in labs comes too late in the development process, said Rick Wade, deputy director of innovation, technology requirements and T&E at the Office of Naval Research, at the SNA conference. It catches problems when there is less margin for schedule and cost overruns. The Navy wants to go faster and learn earlier, he said.

"How do we actually build models, build environments, automated test tools... to bring testing further to the left and far earlier where we can make fixes...
