Special tax relief may be available to victims of the Sept. 3 Napa Valley earthquake.

President Clinton declared Napa County a major disaster area on Sept. 14, entitling qualified earthquake victims to file a disaster claim for a refund now rather than wait until next year to get relief. It also makes it easier to postpone taxes if there is a gain from insurance reimbursements.
