Most cities have too much garbage, but Oslo, the capital of Norway, is running low. Half the city and most of its schools are heated by burning household trash and industrial waste, and now Oslo's literally running out of garbage to burning. The problem isn't unique to this city of 1.4 million people. Across much of Northern Europe, burning garbage to generate heat and electricity has become common in recent decades.
