* Chinese investments in critical infrastructure could indicate interest in constructing a military base in Latin America, said Army Gen. Laura Richardson, who leads Southern Command.

"There is no Chinese base yet in this hemisphere, but I see, especially with all of this critical infrastructure investment and these [Belt and Road Initiative] projects, that there could possibly be one someday," she said at a CSIS panel.

China's first overseas military base was built in Djibouti in 2017, and this past spring, China announced construction of a base in Cambodia as well, according to media reports.

Richardson called Chinese interest in Latin America and the Western Hemisphere "cause for concern."
