In reference to the July 2005 story, "Pentagon Taking Steps to Avert Ammunition Crisis," I don't understand why the Picatinny Arsenal folks look to foreign countries to get us out of this mess. They do not have the quality and controls built into their product that is levied onto U.S. producers. The Defense Department 5160.65 series regulation--which covers ammunition management, procurement, productions, inspections and maintenance--cannot be forced onto a foreign producer. This regulation and others like it state that the Army must be able to surge production within a certain number...
