Morales Feliciano v. Rullan, 378 F.3d 42 (1st Cir. 2004). The government moved to terminate an injunction issued pursuant to a consent decree that addressed unconstitutional conditions of an inmate health care system. The district court denied the motion and the government appealed. The appeals court affirmed. The court held that there was an adequate record of continuing constitutional violations and that the district court's order to privatize the system met the Prison Litigation Reform Act's (PLRA) requirements for narrowness, need, and lack of intrusiveness.
