Chemical and radioactive weapons dumped decades ago by the Army off the coast of several states potentially pose serious health risks to humans and the environment, and in a few rare cases have turned up on U.S. soil. Yet, despite being aware of the dangers, the Army has done virtually nothing to address the problem, according to an investigation by the Daily Press of Newport News, Va. None of the 26 dump zones have been examined in the past 30 years, only one dump site has been put on nautical charts to warn boaters, divers and fishermen, and state officials have been kept in the dark. Now canisters are beginning to wash up on beaches, and environmental groups are raising an alarm.
