FY21 Market Development Cooperator Program
announcement to underwrite the start-up costs of new
foreign market development projects that industry
organizations are often reluctant to undertake without
federal government support.
Deadline: May 25, 2021.
Funds: $1.5 million total for up to seven awards ranging
from $50,000 to $300,000.
Eligibility: Trade associations; state departments of
trade and their regional associations; and nonprot
organizations, including organizations such as World
Trade Centers, standards-developing organizations,
centers for international trade development, and small
business development centers.
Areas: DOC said activities may include addressing
non-tariff barriers to U.S. exports such as discriminatory
regulations, local content requirements, onerous
standards or conformity assessment procedures,
and other measures that may be unreasonably
trade restrictive; securing strong intellectual property
rights protection and combating counterfeiting and
piracy; countering discriminatory trade policies; and
participating in the formulation and encouraging the
adoption of standards that are industry developed,
market-driven, science-based, and internationally
recognized.

Procurement Technical Assistance Program
(DOD)
Scope: The Defense Department’s Defense Logistics
Agency seeks applications for the Procurement
Technical Assistance Program announcement to expand
the number of business capable of participating in
government contracts.
Deadline: May 3, 2021.
Funds: $48 million total for up to 10 awards ranging
from $50,000 to $1 million.
Eligibility: Public colleges and universities; nonprot
organizations; and state, local, special district, and
Native American tribal governments and organizations.
Areas: DOD said funding support to businesses
includes registration in systems such as the System for
Award Management (SAM), identication of contract
opportunities, help in understanding requirements and in
preparing and submitting bids.

for the Military Health System Research (MHSR)
announcement to foster research capability and
capacity within the Military Health System (MHS) that
supports the MHS transition to an integrated health
system focused on the Quadruple Aim: improved health
readiness, better health, better care, and lower cost.
Deadline: Sept. 30, 2021.
Funds: $10 million total for up to eight awards.

Areas: DOD said it seeks studies on factors that
affect the access, economics/cost, quality, variation
and outcomes of military health care delivery. This
includes how policies, social factors, nancing
systems, organizational structures and processes,

individual service members, families, communities, and
populations.

for Scientic Computing (DOE)
Scope: The Energy Department’s Office of Science
seeks applications for the X-Strack: Programming
Environments for Scientic Computing announcement
