MICHIGAN REPUBLICANS ARE ANGERED at public employee unions--and public employers--that scrambled to sign long-term contracts before the state's new right-to-work law went into effect March 28. Proponents of the law didn't have the votes to make it immediately effective when it passed in December. The result has been a race to approve agreements of up to 10 years with unions representing counties, school districts, Wayne State University and the University of Michigan, essentially delaying the effective date of the law for a decade.
