Gov. Pat McCrory and state Commerce Secretary Sharon Decker are trying to reshape her department by contracting parts of economic recruitment to a nonprofit corporation. Proposed legislation includes defunding the seven regional economic-development commissions and creating eight regional prosperity zones to improve the coordination of state agencies at the regional level. What's the difference? Not much, geographically. But under the new model, the nonprofit would oversee all eight zones to ensure that recruiting and retention strategies that work in one are implemented in the others. "Don't confuse that with all economic development coming out of Raleigh," says Josh Ellis, deputy secretary for communication at Commerce. "But there's serious value in taking a step back and seeing how all this is doing."
