MANAGEMENT WORKERS IN THE CITY OF CHICAGO DURING THE CORONAVIRUS PANDEMIC CRISIS.

INTRODUCTION

The year 2020 has become very notorious due to the prevailing situation faced by the world. The outbreak of Corona virus also known as COVID-19 has impacted adversely on people globally almost to a strangulating point. The situation has been that both human ventures and movements have come to a standstill all in effort to curb the spread of this disease. However, the COVID-19 experience has also made it possible for human beings to develop new ways of dealing with the day-to-day activities. This paper therefore considers the various methods adopted by management workers in the city of Chicago to cope with this global monster. With the COVID-19 still an on-going concern, the city of Chicago employees are not able to maintain their regular work schedules because they are afraid of contacting with the spread of COVID-19 disease from in-office services.

The maintenance of employee's work schedule becomes a very serious challenge to the city of Chicago management. In such situation, management workers from the city of Chicago tries to figure out how to accelerate and promote alternative services that will help the employees to continue with their daily work performances. As posited by Rummler and Brache (2013), improving performance can be done by resolving nagging white space issues, overcome the common pitfalls in process analysis and redesign efforts, forge a stronger link between strategy and process redesign, and install a top-to-bottom measurement system that provides a foundation for continuous improvement and growth. As efforts to improve performance in the city of Chicago during the pandemic, management workers need to seek out and implement some other alternative strategies like changes in management practice, transformative strategy, technology innovation, self-management team, and virtual discourses in order to accomplish an organizational goal.

To clarify the suggesting key words in this article, it will be useful to understand how other managerial functions such as management concept, transformative strategy, technology innovation, self-management team, and virtual discourses has substantial effects on management achievement. It is therefore important to understand the ways in which each of these functions contribute to management performance which is very essential among workers in the city of Chicago. The cognition of these functions is necessary because it is the management resources that cover all dimensions of the management workers and the organizations.

CLARIFICATION OF CONCEPTS

Management

Management is a prediction term that involves planning, organizing, directing, and controlling. It is the process of reaching organizational goals by working with and through people and other organizational resources (Certo & Certo, 2006). Management work can be explained as one of the managerial functions that show the worker's behavior in the workplace. Management function has certain advantages over any competing strategies intended to change the beliefs, attitudes, values, and structure of an organization so that it can better adapt to new technologies, offices, markets, challenges, and the dizzying rate of change itself. In this regard, the role of management is to encourage motivational practices thereby facilitating creativity and innovation on the part of its employees, customers, and ensuring the development of managers /leaders throughout the organization (Hall, 2013). The organization of management of services is the focus of this article.

Specifically, this article explored the management workers and the services that are rendered to citizens in Chicago Illinois. The primary services from city administration are health care, judicial services, and the correction centers. City of Chicago workers render service to their residents using different methods such as counter outlets, online, and mobile devices. Also, they operate with the same level of integrity and respect that satisfies the people. The outcome of the services rendered to the citizens indicate clearly that measurement of services in the city organization is efficient and effective.

Management workers are needed in all businesses as well as at the city of Chicago governmental administration where the workers are expected to be productive. One of the roles of management is to encourage city workers to be more responsive to customer needs in the organization (Dardick, 2016). Management workers include the administrators, treasurers, Chicago police department (CPD), deed recorders, city workers, and city transit authority workers. City of Chicago management workers are the most vulnerable people who carry out their jobs and expect competitive salaries. The workforce skills and experience needed for the provision of services to city residents need to be thoroughly assessed.

With good leadership, both organizations and leaders can thrive and prosper, including city of Chicago organizations and leaders. It is also very likely that a leader who sets a high standard (one that defines what needs to be done, assigns responsibility, and sets clear work standards) will succeed (Yukl, 2013). Therefore, the type of training and how to conduct it to benefit leaders, supervisors, and improve management worker's knowledge pose a specific concern. Everything put together, the problem posed by a management worker is how to empower workers through different training programs and appropriate the mode of training. The training also evaluates the most likely format that will best fit the workers and management. As noted, COVID-19 pandemic's growth has become very severe and challenging to city workers.

The pandemic appears to have spread rapidly in the entire city of Chicago, causing confusion and heartbreak to the city leaders and warranting the shutting down of offices, school buildings, and restaurants. Many Chicago leaders work around the clock and desperately search for ways in which to manage the workers during this turbulent period. Due to the global range of COVID-19 pandemic, many organizations are shifting from in-office approach to a virtual approach as one of the ways to manage and share knowledge among workers in an organization. In such a situation, a city the size of Chicago should implement transformation strategies that would enable the workers to work effectively and remotely during such unprecedented times as the COVID-19 pandemic.
