CLF IS OPPOSING EFFORTS BY THE STATE legislature to lower water quality standards on the Androscoggin and St. Croix Rivers. For decades, industrial discharges from several paper mills have plagued the two rivers. Now, rather than clean up mill waste, the legislature is proposing to weaken state standards. In 1990, the legislature made a similar proposal in order to limit pollution control costs incurred by the paper mills. Fortunately, it was rejected by the EPA.
