Lynch v. Leis, 382 F.3d 642 (6th Cir. 2004). A detainee joined a class action that challenged a county policy that allowed prisoners to make only collect telephone calls, which in combination with the public defender's policy of refusing collect calls operated to deny pretrial detainees their right to counsel.
