Expecting that restructuring will lower power supply prices, a number of states are moving toward retail electric competition to replace regulated monopoly electrical service. This article examines the impact restructuring will have on city and county revenues. Local governments have traditionally relied upon franchise fees on electrical utilities and sales taxes levied on their services to provide a significant portion of their annual revenues; however, restructuring will impact the way local governments collect tax and fees on electrical utility services.
