Maria del Rosario Quiroga has a solid experience in the areas of Regulation, Free Competition and Public Services, both in the public sector and in national and international private companies, as an external advisor and internal executive officer. She has extensive experience in the gas distribution business, as well as in gas transportation matters. She represents clients, on a regular basis, in gas supply, distribution and transportation matters, including the negotiation and performance of agreements as well as in interpretation and application of the distribution and transport regulation and concession agreements. She has also advised clients in the open seasons for transportation and distribution capacity and the agreements resulting therefrom. Likewise, she advises clients in the negotiation of gas supply agreements with the Camisea upstream Consortium. She has held the position of Manager of Regulatory Matters in Bellsouth Perú S.A. (2000-2003). In addition, she has served as advisor to the Presidency of the Cabinet Council, the Private Investment Promotion Committee (COPRI, nowadays Proinversión) (1999 - 2000). She was also an associate at Estudio Yori, Bustamante & Asociados (1998-2000), advising the Ministry of Transportation and Communications in arbitration, regulatory projects and various consultancies, and Organismo Supervisor de Inversión Privada en Infraestructura de Transporte de Uso Público (Supervising Agency of Private Investment in Public Use Transportation Infrastructure). She worked at OSIPTEL (1995-1997), participating in the preparation of several regulations governing the relationship among companies, and among them and their users, as well as in the settlement of disputes related to free competition, unfair competition, interconnection, quality of service and others. Ms. Quiroga has taught in different universities since year 2000. She has been a professor of the Regulation Economy Course of the Master of Business Law Program of Universidad Peruana de Ciencias Aplicadas (UPC) and has given courses on Public Services Regulation at the Law School of the same university. She has also served as professor of the Deregulation, Privatization, Liberalization and Free Competition Course of the Graduate Certification Program in Institution and Regulation of Public Services of Pontificia Universidad Católica del Perú.
