State lawmakers enacted policy resolutions in Seattle that will guide NCSL's lobbying efforts on Capitol Hill over the next year. Chief among them was a set of guiding principles on Medicaid reform. Legislators and legislative staff spent the better part of the past year brainstorming on ways to control skyrocketing costs without threatening the effectiveness of the program. The new Medicaid principles stress the importance of state eligibility and benefit flexibility, the establishment of a viable long-term care system and the coordination between the Medicaid and Medicare programs.
