After decades of political turmoil and economic crisis, is Latin America finally headed in the right direction? Three decades after a wave of democratization swept the region, toppling one military dictatorship after another, dysfunctional politics and corruption are testing the strength of institutions.

The region faces an array of challenges. But the outlook is not necessarily gloomy. Latin Americans are now living in cities that are getting much-needed facelifts after decades in which urban development remained stagnant. And there has been progress on several fronts in recent years.

Take education. Access to higher education has risen across the board in the region, becoming the main driver of the decline in inequality. It has fallen faster than elsewhere, but not fast enough: by most accounts and measures, Latin America...
