Kyoto conditions too restrictive for U.S.

Pres. George W. Bush should stay the course on global warming, insist scholars with the National Center for Policy Analysis, Dallas, Tex. "Kyoto is an expensive symbol," argues NCPA Senior Fellow H. Sterling Burnett. "After eight years and tens of millions of dollars spent, there has been little, if any, effect on the environment."

Nevertheless, British Prime Minister Tony Blair and other signatories continue to push the President to adopt the Kyoto Protocol or acknowledge that global warming is a result of human activity. The Bush Administration, however, has charted a different course and for several reasons:

* Kyoto will not help the environment. Swiftly developing economies such as China and India are not obligated to cut emissions, even though they produce nearly half of all current greenhouse gases and are forecast to produce as much as 85% in the future.
