* Congress passed several edicts concerning the supply chain in the 2023 National Defense Authorization Act.

It ordered the Defense Department to bolster the domestic availability of cobalt, titanium, rare earth elements and green olives.

Wait, what?

Under the Buy American Act, the Defense Department places items that are deemed not domestically grown, or too expensive, on the "unavailable article" list, meaning the department gets a waiver when it acquires them. Think bananas, which are not grown in abundance in the United States.

Apparently, when the department is serving martinis or putting together a killer charcuterie board, it is sourcing its green olives from foreign producers.
