CABINET MINISTERS and other high-level officials in charge of policy-making will meet in Washington April 27-28 to consider a comprehensive program to promote women's rights throughout the Hemisphere.

The proposed plan--called the Inter-American Program on the Promotion of Women's Human Rights and Gender Equality--seeks to incorporate women more fully in every aspect of life, including economic development opportunities, equal access to education and health services, and full participation in political decision-making. It calls for action on three fronts: by governments; by the OAS and other entities within the inter-American system; and by civil society organizations.
