The IRS is considering charging as much as $471 for participation in its Offers in Compromise program, reports CPA Jim Counts in his Tax Talk e-newsletter.

According to Counts, the IRS first proposed a fee at a fall meeting with practitioners, saying the burden of administering the mushrooming program has created a need to recover program costs, which are high compared to the taxes collected.

Because of tax practitioner objections to the fee, the IRS has proposed to collect the fee only on offers it accepts, and to deduct the fee from the offer, while giving the taxpayer credit for the full amount. IRS...
