Jeffrey P. Bialos, former deputy undersecretary of defense for industrial affairs, joined Sutherland Asbill & Brennan, in Washington, D.C. Bialos will focus his practice on aerospace, defense and homeland security issues as well as international commercial, trade and public policy matters affecting those and other industries.

Bialos served in several senior positions in the Clinton Administration. He was responsible for reviewing transatlantic defense transactions and developing regulatory and policy changes to facilitate defense industry linkages.

Raytheon Technical Services Company has transferred George A. Landis to Orlando, Fla., as vice president of business development for defense programs. Landis, a retired Army brigadier general, previously served as vice president and general manager of the company's integrated logistics services division in Burlington, Mass.

CACI International Inc, of Arlington, Va., announced that it has appointed Brian D. Withem as vice president and division manager of the warfare systems division of its integrated engineering systems group.

Glenn E. Hess, formerly of The Boeing Co., has been named president and chief operating officer of Bell Helicopter, a Textron Company located in Fort Worth, Texas. Hess will be responsible for managing Bell's engineering, manufacturing, procurement and material-management operations.

The Boeing Company, of Chicago, has appointed Roger Krone and Patrick Shanahan to new senior leadership positions. Krone will become vice president of strategic projects at Boeing's world headquarters in Chicago. Shanahan will succeed Krone as vice president and general manager of U.S. Army programs for Boeing Military Aircraft and Missile Systems.

Rodney Matsushima, a government procurement specialist and former Naval Officer, has joined American Management Systems, of Fairfax, Va., as senior manager for acquisition business solutions in the firm's Federal Defense Group. In his new position, Matsushima will develop business and lead initiatives in the Defense Department and related industries.

Katherine A. Gray has been named to the post of vice president for procurement and material management of Northrop Grumman Corporation's Electronic Systems sector, in Baltimore.
