Raytheon has promoted Terrance D. "Bart" Barcellos to the position of vice president for Army programs and corporate business development. He was most recently director of Army direct and indirect fire programs.

Robert M. Chiusano, has been named executive vice president and chief operating officer for government systems at Rockwell Collins, based in Cedar Rapids, Iowa. A 22-year veteran of the company, Chiusano was formerly vice president and general manager of Rockwell Collins Government Systems. Rockwell Collins has also appointed Neal J. Keating as executive vice president and chief operating officer for commercial systems. In his new role, Keating will provide leadership for the air transport, business and regional and passenger systems businesses. Prior to this appointment, he was vice president and general manager of Rockwell Collins Passenger Systems.
