India's government said it will establish a Centre for Communication Security Research and Monitoring to help security agencies monitor cell phone calls and billing records. The center also will store copies of select call data records (CDRs) in a permanent archive, according to the Minister of State for IT and Communication Jyotiraditya Scindia.

"The center will provide mandatory access to law enforcement agencies for intercepting, monitoring, and analyzing the activities of required customers and their social networking, both proactively online and through post analysis of information like CDRs," he said.

In India, cell phone providers are already required to keep copies of all their CDRs for one year in order to maintain their operating license. The Indian government has...
