In recent years, the use of tax increment financing (TIFs) to fund infrastructure projects has increased substantially. Since 1945 when TIFs were first created in California, the use of this innovative financing alternative has spread to 48 states. This article examines the widespread use of TIFs across the county as a common means of raising capital for a multitude of purposes.
