TOXIC SUBSTANCES
H.R. 9981 (Ban At razine Toxicants Act) was introduce d by
Rep. Jerrold Nadler (D-N.Y.) on October 11, 2024. e bill
would prohibit the use, production, sale, importation, or ex-
portation of any pesticide contain ing atrazine. It was referred
to the Committee on Agricu lture. 170 Cong. Rec. H5866

WATER
H.R. 9912 (Coastal Restoration Act of 202 4) was int ro-
duced by Rep. Suzanne Bonamici (D -Or.) on October 4,
2024. e bill would require the Subcommittee on Ocea n
Science and Technology of the National Science and Tech-
nology Council to establish t he Interagency Working Group
on Coastal Blue Carbon, require t he Interagency Working
Group to produce a national map and inventory of coasta l
blue carbon ecosystems, requi re the Administrator of NOAA
to carry out pilot programs to protect intact and restore de-
graded coasta l blue carbon ecosystems, requi re the Secretary
of the Smithsonian Institution to est ablish the Coasta l Car-
bon Data Clearinghouse, require the Administr ator to seek
to enter into an agreement with the National Academ ies of
Science, Engineering, a nd Medicine to conduct an assess-
ment regarding geologic stores of carbon dioxide, require the
Administrator to est ablish the Coasta l Blue Carbon Inven-
tory Program, and require the Ad ministrator to conduct a
national assessment to quanti fy the carbon seques tration po-
tential of coastal blue carbon ecosystems. It was referred to
the Committees on Natura l Resources, Science, Space, a nd
Technology, Hou se Administrat ion, and Energy and Com-

H.R. 10037 (Invasive Spec ies Response Act) wa s intr o-
duced by Rep. Ed Case (D-Haw.) on October 25, 2024. e
bill would direct the Secret ary of the Interior to establish t he
Invasive Species Rapid Response Progra m. It was referred

e Department of Natural Re sources proposed amendments
to regulations governing ca rbon storage exploration licensing
and leasing. e amendments would, a mong other things,
add and repeal denitions; e stablish minimum qualications
and standards for ex ploration license applications; establish
reporting and payments requirements for licen sees; and es-
tablish procedures for terminat ion of a license and conversion
of a license to a lease. Comments are due December 2, 2024.

e Department of Fish and Wildlife proposed a mend ments
to regulations governing the protection of environmentally
sensitive sites from oil spills. e amendments would update
and improve upon the existing shoreline protection tables
data set; make t he sensitive site protect ion requ irements more
easily accessible by codifying them in t he ocial Californ ia
Code of Regulations; lessen the requirements on those sub-
ject to the regulations; and streamline the updat ing process
