Name: Jennifer DeCubellis

Title: Deputy County Administrator, Hennepin County, Minneapolis, MN

Years of Service: Nine years

Rewards of the Job: "Choose a job you love, and you will never have to work a day in your life." I have that job! It allows me to lead with my heart and my mind, in congruence. Many jobs are easier, but this one aligns with my passion for making a difference and helping others. It allows me to give back to my own community and make a positive impact, incrementally, every single day. This gives me personal satisfaction, even on tough days. Not everyone can say that about their career.

Accomplishments Most Proud Of: Since joining Hennepin County nine years ago, I have:

* Created Hennepin Health, a Medicaid Accountable Care Organization (ACO). This model demonstrates that we can reduce costs and improve outcomes by better aligning policy, aligning efforts across health and human services, and by investing differently in outcomes for residents. Hennepin Health has been recognized as a national model for health reform for our most vulnerable populations. This is one example of smart government--approaches based on business cases and doing right for those we serve.

* Launched a Child Weil-Being model and related child protection turnaround. We engaged the County Board in a new vision for investing in the success of children and families rather than crisis responding in isolation. We developed a five-year plan and began a massive transformation of the system. By year three, our teams have reduced caseloads, reduced staff turnover, achieved more than 80 percent of the benchmarks set for them, and we are on track to realize better outcomes for our children. The community narrative is changing and we are building bridges and partnerships in new ways.

* Invested in staff and leaders of the future. Because success doesn't come through one individual, we have built a bench of strong leaders who can provide leadership into the future and have empowered them to lead.

Future Challenges for the Delivery of Public Human Services: We are moving to 21st century models of services and supports that will invest in pathways out of poverty, lifelong recovery supports, and strengthen our communities so that all residents can thrive. The system should be built in order to support people's needs...
