Maureen Muigan

DECEMBER 10, 1961–DECEMBER 25, 2023

The Honorable Maureen

Mulligan was born in Low-

ell, Massachusetts, and raised

in Vermont. She attended Brown Uni-

versity in Providence, Rhode Island,

where she majored in women’s studies.

After college, she attended Boston

College Law School and subsequently

practiced law in both Boston and San

Francisco. At the time of her death, she

was an Associate Justice of the Massachusetts Superior

Court. Prior to being appointed to the bench, Maureen

was an experienced trial lawyer and an equity partner

in private practice at Peabody & Arnold in Boston.

Maureen was extensively involved with the

American Bar Association (ABA). She held multiple

leadership roles within the ABA Tort Trial and Insur-

ance Practice Section (TIPS), including chair of the

Section’s Corporate Governance Institute and the

Professionals’, Ocers’, and Directors’

Liability Committee. In 2015, TIPS

awarded her the Kirsten Christophe

Memorial Award for Excellence in

Trial and Insurance Law. From 2019

through the summer of 2023, Maureen

served as chair of the ABA Commission

on Women in the Profession and on

the Advisory Committee of the ABA

Diversity and Inclusion Center. She

was the founding chair of the Boston Bar Association

Women’s Advancement Forum and served on the Mas-

sachusetts Board of Bar Overseers, evaluating ethical

complaints against lawyers.

Maureen was a passionate advocate for equality, jus-

tice, and the rule of law throughout her life and career.

She left a wonderful extended family and adored her

husband, Carlos Fernandez, and son, Sebastian Fernan-

dez Mulligan. We at TIPS will miss Maureen. Z
