The challenge for communicating change comes when leaders don't set a strong vision, but focus on the task and expect their managers to deal with issues as they arise. In these circumstances I would strongly recommend doing everything in your power to make sure that the communication culture is strong. This means putting the vehicles in place so that leaders have the messages and capability to tell the story and set their own vision.
