In 1985, Howard Godfrey was part of a team of faculty members that submitted a bid to the State of North Carolina for a new, comprehensive professional development program for public school finance officers in the state, which was subsequently awarded.

They developed minimum qualification standards and designed training courses. With no public-school experience, he interviewed appropriate people and learned what was needed. The program--while challenging at first--was successful and renewed. The project became a source of considerable personal satisfaction to him.
