ree co-defendants—omas Pacchioli, Robert Andrei, and omas
Kennedy—sought to overturn their criminal convictions stemming
from a “pay-to-play” conspiracy in Florida in which they paid kick-
backs to hospital facility managers in order to obtain lucrative service
contracts.
Pacchioli, Andrei, and Kennedy were contractors who performed
maintenance services for the Memorial Healthcare System. ey
obtained work by giving bribes or kick backs to three facilit y managers
at two hospitals in Flor ida—Memorial Regional Hospital in Holly-
