Hoover's plight rouses IRE.

Mike Taylor's article on the incarceration of Will Hoover ("100 Years of Hard Time," June) neatly illustrates the occasionally breath-taking stupidity of our judiciary, and the particular empty-headeness of Judge Sheila Rappaport. Sure, Hoover is a jerk, even a scoundrel, but what good does it do to have him rot in jail? Is he a threat to anyone? How can he possibly reimburse those he conned? Have him serve, say 10 years or so, then put a permanent shackle on his greasy little ankle and have him earn his way back into our graces. The amount of money wasted on jailing non-violent offenders in this country is obscene.
