Hondo Geurts, the Navy's acquisition chief, is asking his personnel to take risks. If they don't, it ends up as a bad mark on their performance review. Program managers must take on a major initiative each year that has at least a 50 percent chance of failing, he said on a YouTube program CXOTalk.
