State legislators have been very active on state-federal issues pending before the 106th Congress. North Carolina Representative Dan Blue Jr., NCSL's immediate past president, testified before a House Government Reform Subcommittee on legislation aimed at curtailing federal preemption of state laws and authority.

Illinois Senator Steven Rauschenberger and Tennessee Representative Matthew Kisber testified on behalf of NCSL before the National Advisory Commission on Electronic Commerce. Among the members of the national commission is Virginia Delegate Paul Harris.
