DURING AN INTERNATIONAL donors conference in Port-au-Prince, Assistant Secretary General Albert R. Ramdin assured the government of Haiti that the OAS would continue to support its efforts to meet the many challenges that remain on the path to building stronger institutions.

The elections held earlier this year established "the basic, but very critical and important, conditions for democratic governability and for social and economic development," Ramdin said. "We are all aware," he added, "that this is only a first, but necessary, step--and in many ways, the real challenge starts now in terms of maintaining an environment of peace, security, and stability; of encouragement and constructive engagement; and of creating a climate that is conducive to social and economic development and the strengthening and modernization of the state."

The people of Haiti have an expectation that the new administration will be able to bring about "visible change" in the short term, even as it addresses longer term needs, said Ramdin. He cited a number of encouraging developments, including President Rend Preval's "policy of inclusion, dialogue, and reconciliation among all sectors of Haitian society" and his emphasis on a strategic plan for the country that...
